He questioned how the elevation was deter <br />mined, and stated the wetlands seem to have been <br />determined very arbitrarily and asked who the <br />engineer was. <br />Attorney Meyers replied that the City has been <br />involved with water and wetlands control for a number of years and <br />that it has been working on a wetland ordinance for <br />quite some time, with both City Staff and other profes- <br />sionals working on it. He explained that one of <br />the first priorities was to take an inventory of <br />the wetlands in the City, which was daze with county <br />assistance. He stated that the City had professional, <br />technical help in determining what wetlands were <br />within the City limits and what restrictions <br />should apply. He added the definition of wetlands has been <br />developed through the use of technical data. <br />Mr. Watson asked if there were areas that were <br />definitely shown in the flood plain but left <br />out of the wetlands area, and asked specifically <br />who the engineering people were. <br />Attorney Meyers replied the Cif-y has retained <br />various professionals over the years to aid <br />in the development of the inventory and <br />drafting of the proposed amendment. He <br />added this ordinance will regulate <br />the use of wetlands in the City. Mayor McCarty <br />added that the wetlands inventory was done <br />mainly by the Ramsey Soil and Water <br />Conservation District. <br />Tom Peterson identified himself as a conservation <br />specialist with the Ramsey Soil and Water <br />Conservation District, and explained the process <br />that was used. He stated the maps were done <br />in the summer of 1980, with air photos taken, <br />and aquatic specialists hired to identify the <br />wetland areas, and the area was then field checked, <br />and the water resources map provided to the City. <br />John Miller stated he has a specific objection <br />to identifying parcel 22 in the northwest corner <br />of his property, Wetland #1 -22, as a wetland, as <br />it is designated as 1.1 acres of wetlands, and <br />he feels it is not. He also stated he has a <br />general objection to the ordinance. <br />Jim Cepress, of Dynamic Designers, 2233 West <br />ounty Road B, Roseville, stated his property <br />,aas been put in the wetland area, and that he <br />has been in the process for the past two years <br />of trying to develop this property.
