Mounds View City Council April 11, 1983 <br />Regular Meeting Page Six <br />Attorney Meyers outlined the criteria used in enter- <br />ing into a development agreement. He stated that <br />once it was entered into, it could not be transferred <br />except by written permission of the Council, and that <br />the City would need something in writing, saying the <br />new individual wanted to be added and that he was <br />aware of what had happened to date. <br />Motion /Second: McCarty /Hankner to approve the <br />of P. J. Gaughn to Development Agreement No. 83 -57, <br />with Wayne Herr Construction Co., contingent upon <br />receipt of a letter of intent to comply with all the <br />requirements of the development agreement, and Mr. <br />Gaugh's consent to be added as a party to the <br />development agreement with full knowledge of all <br />proceedings leading up to this motion, with the <br />approval of the City Attorney. <br />5 ayes 0 nays <br />Motion /Second: McCarty /Blanchard to approve Resolu- <br />tion No. 1592, Development Agreement No. 83 -57 and <br />the plans and specs for Knollwood Green. <br />5 ayes 0 nays <br />The Mounds View Lions Club presented a check for $200 <br />to the Groveland Park Association, and pictures were <br />taken of the presentation. <br />Director Johnson reported two additional bids had <br />been received after the deadline, but they were <br />both in excess of the low bid. He recommel,ded <br />the award be made to American Sweepers, Inc., at <br />a rate of $44.50 per hour for an estimated total <br />contract of $4,450. <br />There was considerable discussion among the Council <br />as to where the sweepings should be dumped, as a <br />wetlands alteration permit would be required for <br />the two suggested sites in the City. Director <br />Johnson reported two possible alternate sites <br />could be the Red Oak School parking lot, or <br />the Woodcrest hockey rink. <br />Clerk /Administrator Pauley pointed out that most <br />dumps are now requiring a sample test be done <br />on material, certifying what it is, which could <br />significantly add to the City's cost, if the <br />sweepings -.'ere taken to a dump. <br />Motion /Second: McCarty /Hankner to award the 1983 <br />street sweeping contract to American Sweepers, Inc., <br />at a rate of $44.50 per hour, for an estimated total <br />contract of $4,450, contingent upon Staff providing <br />the Council with options to deal with the problem <br />of storing the sweepings, by the next agenda session. <br />5 ayes 0 nays <br />Motion Carried <br />Motion Carried <br />14.
