Mounds View City Council April 11, 1983 <br />Regular Meet ng Page Seven <br />Director Johnson reviewed his memo to the Planning 15. Report of <br />Commission, dated April 6, regarding the Miller Director of <br />preliminary plat extension. Public Works/ <br />Community <br />Attorney Meyers advised the Council is to consider Development <br />extending consideration of the preliminary plat, <br />and the moritorium could be a reason for granting <br />an extension. He also advised the Council could <br />not consider and approve the final plat, and then <br />discuss the impact of the wetlands, and that they <br />must be handled together. <br />Mayor McCarty suggested the developer submit his <br />information about why the wetlands boundries should <br />be changed, or the ordinance, and the City could <br />then address those issues. Fees could then be <br />charged to hire an engineer or consultant for <br />an opinion. <br />Motion /Second: Blanchard /Hankner to extend <br />consideration of the preliminary plat for the <br />Miller Industrial Park, which was delayed due <br />to the moritorium issues. <br />5 ayes 0 nays <br />Director Johnson reminded the Council of the letter <br />they had received from Commissioner Braun, regarding <br />the status of proposed TH10 and the first phase <br />of construction. He also reported construction <br />will begin on the signal at Long Lake Road and <br />Highway 10 in June or July. <br />Director Johnson reported that due to weather <br />conditions, Staff has not been able to complete <br />their study and make a recommendation to the <br />Council on the St. Stephen's drainage question, <br />but will be ready by the first agenda meeting <br />in May. <br />Director Johnson reminded the Council he will be <br />out of town at the National Planning Conference, <br />for the next week. <br />Director Johnson reported, that concerning develop- <br />ment inspections, he had checked with Attorney <br />Meyers, and they feel that a section in the <br />development agreement should cover the City's <br />concerns in providing inspection service. The <br />City could contract directly with the developers <br />engineer, with the cost passed on to the developer. <br />Another option would be to contract with indi- <br />vidual consultants, with the last option to be <br />trying to find time with the current staff. <br />Motion Carried <br />
