Mounds View City Council August 22, 1983 <br />Regular Meetit, Page Eight <br />Councilmember Hankner reported she had received some <br />calls from residents on the north side of the City, <br />concerned with access to Silver View Park, and spe- <br />cifically concerned with crossing Highway 10. <br />Clerk /Administrator Pauley replied that if side- <br />walks were installed along County Road I, there <br />would be a good opportunity to have "walk" and <br />"don't walk" signals installed at the intersection <br />of Highway 10 and County Road I. He added that <br />another option would be an overhead crosswalk. <br />Director Johnson advised that an overhead crosswalk <br />would be extremely costly, and other cities had <br />found that the children still do not use them, but <br />rather cut across the highway, even climbing fences <br />to do so. <br />Councilmember Hankner reported she will be attending <br />the goal setting seminar on August 31 and September 1, <br />and that on September 8 she will be attending a <br />Community Development Block Grant Workshop, and that <br />on September 29 she will be attending the League of <br />Minnesota Cities regional meeting. <br />Acting Mayor Blanchard reported that there had been <br />considerable discussion at the Planning Commission <br />meeting regarding when a conditional use permit is <br />granted for a building in the flood plain and <br />wetland, as to what type of maintenance is to be done. <br />Director Johnson replied that there are proposals <br />in the review process now for which the code does <br />not address routine maintenance. <br />Attorney Meyers advised that the restrictions be <br />set out in the development agreement. <br />Acting Mayor Blanchard reported the Planning <br />Commission had authorized Staff to send a letter <br />to Northeast Marine regarding their used car <br />sales, and that Staff will be checking up on <br />others who are selling cars in the City, such <br />as at Highway 10 and Groveland Road, and Red <br />Oak Drive and Highway 10, on the vacant lot, <br />and they should notify them that it is not <br />allowed. <br />Clerk /Administrator Pauley advised that the first <br />meeting with Fire Chief Fagerstrom will be at <br />2 PM on August 23, and that the Staff's of the <br />three cities seem to be united, and he urged the <br />Councilmembers to lobby the other Councils for <br />their support. <br />22.
