Mounds View City Council September 26, 1983 <br />Regular Meeting Page Two <br />Councilmember Doty noted that Mr. Donut is listed in 5. Approval of <br />Item B for approval of a temporary occupancy permit, Consent Agenda <br />but they actually had opened for business already. <br />Clerk /Administrator Pauley explained that he gave <br />them permission to open last Friday, as at the last <br />Council meeting they had not been aware they would <br />be ready to open that quickly, and they had received <br />all the other ne permits. Be added he had <br />been assured by Staff that they had net all the <br />requirements of the City, so he made the decision to <br />allow them to open three days in advance of Council <br />approval. <br />Mayor McCarty recommended addressing this type of <br />issue, and setting up some type of policy in the <br />future. <br />Councilmember Doty stated he would like to be informed <br />next time something like that happens. <br />Motion /Second: Linke /Hankner to approve the consent <br />agenda, as presented, and waive the reading of the <br />resolutions. <br />5 ayes <br />0 nays Motion Carried <br />Mayor McCarty closed the regular meeting and opened <br />the first public hearing at 7:42 PM. <br />Clerk /Administrator Pauley explained the Council <br />would be conducting two public hearings, one for the <br />revenue sharing budget and the other for the general <br />and other funds budget for 1984. He added that Staff <br />recommends no action be taken on either budget until <br />both hearings have been held. <br />Clerk /Administrator Pauley reviewed the process that <br />Staff and the Council had gone through in preparing <br />the budget, and the number of hours and meetings <br />that were involved. He added that once the Council <br />takes action to adopt the budgets, Staff will pre- <br />pare an article for the newspaper, outlining the <br />b.idgets <br />Finance Director Brager made a presentation of the <br />proposed 1984 revenue sharing budget. He also <br />reviewed Director Johnson's memo of September 26, re- <br />garding left over funds from the 1983 budget for <br />areas in the Public Works department, requesting <br />that those funds be carried over to 1984. <br />There were no comments from anyone present in the <br />audience. <br />Mayor McCarty closed the public hearing and reopened <br />6A.
