PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The Mounds View City Council was called <br />to order at 7:22 p.m. on October 3, 1983 <br />by Mayor McCarty. <br />Members present: McCarty, Doty, Hankner, 2. ROLL CALL <br />Linke, Blanchard <br />Others present: Clerk- Administrator Pauley <br />and Public Works /Community Development <br />Director Johnson <br />Mayor McCarty opened the Special Meeting by <br />reminding those present that the meeting was <br />a continuation of the September 26, 1983 <br />public hearing on the City's 1984 Operating <br />Budgets. <br />Mayor McCarty further indicated that the <br />Council had met at a Special Work Session <br />on the evening of September 29, 1983 to <br />review possible modifications to the General <br />Fund Operating Budget in order to provide for <br />a reduction in the amount of monies levied <br />for tax purposes. <br />Finance Director Brager provided the Council <br />and others present with an overview of <br />those changes identified at the September 29th <br />meeting which were outlined in a memo he <br />presented to the Council dated October 3, 1983. <br />Mayor McCarty pointed out that the changes in <br />the Budget resulted in a decrease in the <br />estimated 1984 mill rate from a 19.92% increase <br />to a 10.14% increase and an estimated reduction <br />in the 1984 tax increase from 15% to 5% for a <br />market value house of $77,200. <br />Mr. Bill Frits, 8072 Long Lake Road, requested <br />clarification of information regarding the mill <br />rate increase, the percentage of such an increase, <br />and the reasons for budgeting contingency and <br />fund balance development. <br />DATE APPROVED: 10/10/83 <br />Special Meeting <br />October 3, 1983 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View City Hall <br />1.
