Mounds View City Council October 3, 1983 <br />Special Meeting Page Two <br />Mayor McCarty and Councilmember Linke <br />attempted to clarify the information <br />provided in the budget documents and <br />resolutions adopting the budget. <br />Mayor McCarty closed the public hearing <br />at 7:57 p.m. <br />Motion /Second: Doty /Linke to pass <br />Resolution No. 1658 and waive the <br />reading. <br />5 ayes <br />Motion /Second: Doty /Blanchard to pass <br />Resolution No. 1659 and waive the <br />reading. <br />4 ayes <br />Councilmember Hankner voted against the <br />motion and stated that her reason for <br />voting no was because the budget depends <br />too much on debt service funds for short <br />term cash flow purposes. In lieu of <br />Local Government Aid and revenue sharing <br />loses and changes in revenue sources this <br />budget puts operating expenses in a position <br />that is not wise. <br />Motion /Second: Doty /Linke to pass <br />Resolution No. 1660 and waive the <br />reading. <br />5 ayes <br />0 nays Motion Carried <br />1 nay Motion Carried <br />0 nays Motion Carried <br />Motion /Second: Linke /Doty to pass <br />Resolution No. 1662 and waive the reading. <br />5 ayes <br />0 nays Motion Carried <br />Clerk Administrator Pauley reported on his <br />investigation of the type and cost of <br />psychological evaluations that can be performed <br />on the three Police Chief candidates and <br />recommended that Mr. Jack Richardson of the <br />Diagnostic Testing Services be hired to perform <br />psychological evaluations on all three Police <br />Chief candidates at an expense of $150.00 per <br />person. <br />
