Mounds View City Council <br />Regular Meeting <br />There were no residents requests or comments from <br />the floor. <br />Motion /Second: Doty /Blanchard to approve the <br />consent agenda, as presented, and waive the reading <br />of the resolutions. <br />5 ayes 0 nays <br />Mayor McCarty closed the regular meeting and opened <br />the first public hearing at 7:40 PM. <br />Mrs. Chaika stated she would never have started the <br />remodeling project if she had understood she could <br />not have a second kitchen. <br />Mayor McCarty closed the public hearing and reopened <br />the regular meeting at 7:41 PM. <br />Motion /Second: Doty /Linke to deny the application <br />for rezoning, as recommended by the Planning <br />Commission. <br />5 ayes 0 nays <br />Mayor McCarty stated that it was his understanding <br />that at the time the original application came in, <br />it was not clear that a kitchen was included. <br />Councilmember Hankner pointed out that on the copy <br />of the building application, it states clearly that <br />two kitchens are not allowed. <br />Technician Kampel explained that the original build- <br />ing permit was taken out by the contractor, and that <br />Mrs. Chaika did not see it, and there was no indi- <br />cation that a kitchen was planned. He stated the <br />City first found out about the kitchen when Building <br />Inspector Rose went to the home and observed the <br />construction and spoke to the contractor. Technician <br />Kampel added that when he had first spoken to Mrs. <br />Chaika approximately a year and a half ago, she gave <br />no indication that a second kitchen was planned. <br />Clerk /Administrator Pauley explained that dependent <br />upon the application being made, different degrees <br />of drawings are given. <br />Director Johnson showed the Council the sketch that <br />was presented when the building application was made, <br />which was a dimensional sketch of the area, showing <br />the window sizes, the setting of the house <br />December 12, 1983 <br />Page Two <br />4.
