He reported Officer Brick had met with <br />the Jaycees and discussed the changes in the DWI laws, <br />and informed them of current arrest procedures. Officer <br />Chambers received letter of commendation from <br />New Brighton for stopping a stolen vehicle and arresting <br />the suspect. <br />The Jaycees again held their haunted house in the Police <br />garage, with over 2,000 attending. The part time secretary <br />was out on maternity leave, with the CSO filling in for <br />her. The Lion's Club donated $300 for police cameras. <br />In December, they held a department meeting and reviewed <br />the current rules and regulations and upcoming changes <br />and established new policies. Chief Ramacher reported <br />he has since met with everyone individually, for their <br />comments and suggestions. <br />Chief Ramacher reviewed the training sessions attended <br />by the Police Department personnel. He also advised <br />that 101 applications were received for the patrolman <br />vacancy. <br />The 1983 yearly report will be delayed, as the State <br />is having budget pr oblems and has been delayed in <br />getting out the computer print -outs. Class I crimes <br />declined 13% in 1983, and Class II crimes declined <br />97. He also advised that in 1982, Mounds View Police <br />arrested more people for drunk driving than any other <br />department in Ramsey County, including the Sheriff's <br />department. <br />The Block Watch program has not made much progress, and <br />Chief Ramacher recommended putting a notice into the <br />newsletter, to get the information out to the residents. <br />Park Director Anderson reminded the Council of the <br />February 3 deadline for the next newsletter. <br />Mayor McCarty informed the Council of '11 he had <br />received from someone ticketed for being a snowbird, <br />who was not aware the City had such a policy. He <br />suggested having each department head have an article <br />in each newsletter, relevent to his department. <br />
