Mounds View City Council February 13, 1984 <br />Regular Meeting Page Six <br />the property owner had not allowed the sewer service <br />to be put in when all the others were being put in. <br />Clerk /Administrator Pauley replied that this was only <br />the second time this problem has occurred in the City, <br />and Building Inspector Rose has requested that guide- <br />lines be set for any future occurrences. <br />Motion /Second: Linke /Hankner to appoint Steve <br />Thatcher as Director of Public Works /Community <br />Development at a starting salary of $31,000 /year <br />with a three month and six month adjustment of <br />$400 and $600 respectively, contingent upon <br />satisfactory job performance. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley advised that Mr. Thatcher <br />will be starting on March 5. <br />Attorney Rushton advised she will be checking 13. Report of <br />with Mr. Ratelleregarding Greg Johnson's Attorney <br />business, if she does not hear back from him. <br />Councilmember Hankner reported Claudia Korsun, 14. Reports of <br />who was in charge of the scholarship pagent last year, Councilmembers <br />would like to be placed on the next agenda for <br />discussion. <br />Motion /Second: Hankner Linke to appoint Charlene <br />Blackstone to the Civil Service Commission. <br />3 ayes 2 nays <br />Councilmember Doty and Mayor McCarty voted against <br />the motion. <br />There was considerable discussion before the vote <br />on the motion. <br />Councilmember Hankner stated she had made the <br />motion for Ms. Blackstone as she has extensive educa- <br />tional and working experience in personnel management, <br />has a high level of interest in civic activities, <br />has a very independent personality and could pro- <br />vide some form of affirmative action input into <br />the Civil Service Commission. <br />Mayor McCarty stated that while State law supercedes <br />the City ordinance in reference to commission <br />appointments, it previously was the Mayor's duty, <br />and that when he had discussed it with the Council <br />earlier, they had indicated they would leave it <br />that way. He stated he would like a motion made, <br />12. Appointment of <br />Steve Thatcher as <br />Director of <br />Public Works/ <br />Community Dvlpt. <br />Motion Carried <br />Motion Carried <br />
