Mounds View City Council March 26, 1984 <br />Regular Meeting Page Four <br />Motion /Second: McCarty /Linke to approve the proposal <br />for Christopher Companies for a residential planned <br />unit development, including a conditional use permit <br />for flood plain excavation, flood plain use permit, <br />and major subdivision, contingent upon compliance <br />with the Mounds View Planning Commission Resolution <br />No. 102 -84, and successfully entering into a <br />development agreement with the City of Mounds View. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley advised that approval is <br />required from the DNR and he is not sure how long it <br />could take. He added that he understands Mr. Anderson <br />would like to start construction this year and build <br />in phases. <br />Director Thatcher advised the Council he plans to <br />solicite bids for the 1984 street sweeping and <br />sanitary sewer cleaning, televising, foaming and /or <br />grouting. He estimated the cost for the televising, <br />cleaning and foaming to be between $10,000 and $15,000, <br />and the street sweeping to be $5,000, with the money <br />budgeted for both projects. <br />Clerk /Administrator Pauley explained that the City <br />plans to televise lines this year that were foamed <br />in 1982, as well as foam the lines that are scheduled <br />for 1984. <br />Motion /Second: McCarty /Blanchard to approve the <br />solicitation of bids for the 1984 street sweeping, <br />and sanitary sewer cleaning, televising, foaming <br />and /or grouting. <br />5 ayes 0 nays <br />Director Thatcher reported he will be discussing <br />the TKDA electrical analysis of the water system <br />at the next agenda session. <br />Director Thatcher reported the permit is due into <br />the MPCA on April 1 for the backwash of water <br />from filtration plants 2 and 3 into Rice Creek, <br />which is a standard permit form. He added it is <br />filled out and he will be giving it to Mayor McCarty <br />for his signature. <br />Director Thatcher presented the Council with a <br />map of the City, with MSA streets highlighted. He <br />stated he is concerned with roads that are in <br />a driveable condition, with the worst road in the <br />City being Silver Lake Road between County Road H <br />and County Road I. He also poi.:ted out that MSA <br />requires curb and gutter. <br />Motion Carried <br />10.
