Councilmember Hankner had nothing to report. Councilmember Blanchard had nothing to report. Mayor McCarty indicated that he was contacted by a resident who has a tree on the easement and wants to find out why the cable company is trimming off tree tops when they are running the cable 3' below those tops. Clerk /Administrator Pauley replied that he would take the name and address of the resident and refer the complaint to Group W and the City's Cable Commission who, in the past, have shown to be respondent and prompt in handling previous complaints. Mayor !cCarty asked that the "CCL, who approached the City earlier on requested space for a lifemobile at vestibule parking for the festival in the parks, be contacted on what the criteria will be this Attorney Meyers' opinion was that the Festivities Commission should develop criteria for use of public property that would apply to any activity from any group. Motion: McCarty to direct that the Council request the Festivities Commission to set forth the standards and guidelines for festivities at the festival in the parks. Councilmember 7 31anchard stated that the Commission bylaws set down criteria and that they have been abiding by this. Councilmember Hanner added that, after they have finished planning all activities, they Man on up- dating standards and guidelines, so it will be done.
