members as to the method of the billings and the <br />amount of the billings, as well as what had been <br />authorized for -Mr. Merritt to do. <br />Motion /Second: Hankner Linke to authorize the <br />payment of up to $12,240.25 to Grant Merritt, and <br />send a letter indicating what the City is willing to pay <br />for and what they are not paying for. <br />3 ayes 1 nay <br />Mayor McCarty voted against the motion, stating <br />that his main concern is whether Mr. Merritt had <br />authorization for all the work he did for the City, <br />and he does not want to harm the relationship they <br />have with Mr. Merritt, or have their position on <br />the airport weakened because of this billing <br />situation. <br />Attorney Meyers advised it is a client /attorney <br />relationship, and the City could submit their <br />payment and letter and wait for Mr. Merritt's <br />reply. <br />Councilmember Hankner stated she was not concerned <br />that Mr. Merritt has the amount of credibility that <br />some think he does, but she does feel the bill is <br />unfortunate, and Mr. Merritt should have taken the <br />initiative to get clear direction before proceeding. <br />Councilmember Linke stated he feels the proposed <br />payment by the City is very fair, as this is a <br />vendor /buyer relationship. <br />Motion: McCarty to amend the previous motion to <br />include an invitation to Mr. Merritt to further <br />negotiate the remainder of the bill with the City. <br />The motion did not receive a second. <br />Councilmember Hankner offered to amend her motion <br />to stated that the City is "willing" to pay, but <br />it was the concensus of the Council that the change <br />was not required. <br />Mayor McCarty expressed concern with being fair, <br />stating he did not want to harm their relationship <br />with Mr. Merritt. <br />Mounds View City Council <br />Regular Meeting <br />Director Thatcher had no report. <br />August 13, 1984 <br />Page Three <br />Motion Carried <br />11.
