Mounds View City Council December 10, 1984 <br />Regular Meeting Page Two <br />Councilmembers Linke, Blanchard and Hankner voted <br />against the motion. <br />There was considerable discussion before the vote <br />was taken on the motion. <br />Councilmember Doty stated he favored a four percent <br />increase, with an additional two percent in <br />recognition of longevity and lack of supervision. <br />Councilmember Linke stated he agreed with the <br />feelings on Mrs. Sandgren's performance, and pointed <br />out that he brought up the same point during the <br />budget process, but at that time he could not get <br />enough of the Council to concur. He pointed out <br />that salaries were to be determined during the <br />buageting process, and since additional funds <br />for this person were not set aside, he could not <br />support the motion at this time. He also pointed <br />out Mrs. Sandgren's present salary is above the <br />median, and he does not feel she has been held <br />back. He pointed out the individual suggested <br />salaries were available during the budget process. <br />Mayor McCarty stated the Council had begun a <br />compensation study of salaries in 1979, in an <br />attempt to be comptetive with other cities, and <br />in the process of getting salaries in line, <br />Mrs. Sandgren's salary had been held back, since <br />she had started in 1967. He added that they are <br />now in a position where everyones salary is in <br />line, and it is not fair to hold Mrs. Sandgren back. <br />He also added that the recommendations on salary <br />increases did not come until after the budget was <br />adopted. <br />Councilmember Hankner stated she had plenty of <br />information available during the budget process, <br />and Council made policy statements to Staff, to <br />follow the past practice of bringing all employees <br />up to their salary range, and as of the 1985 <br />budget year, most employees will have been brought up <br />to their median range. She added that the policy <br />was not established based on tenure. She added <br />that if this particular salary increase is approved, <br />they should go back and review everyone else, and <br />be ready to deviate on everyone elses salary. <br />Motion /Second: Linke /Hankner to approve Item D <br />of the consent agenda, as presented, and waive <br />the reading. <br />ayes 2 nays <br />Mayor McCarty and Councilmember Doty voted against <br />the motion. <br />Motion Carried <br />
