hounds View City Council February 11, 1985 <br />Regular Meeting Page Three <br />It was the concensus of the Council that they would <br />not bypass the proper procedures. <br />Mayor Linke opened the informational meeting at <br />7:46 PM. <br />Scott Michael Pierson, 2275 Groberg, stated a <br />petition had been presented at the last Council <br />meeting requesting parking be allowed from <br />midnight to 6 AM and asked the status of the <br />situation. <br />Mayor Linke replied the City is sympathetic <br />to the parking problems the apartment residents <br />are having. He explained that three years ago <br />the City agreed to do a similar type of parking <br />arrangement as had been proposed by the apartment <br />residents, to move a fence back and allow parking <br />on the property, but when it got down to the <br />cost, the apartment owner backed out He <br />explained the City will be checking into this <br />location and doing planning on the possible <br />options, but they must wait until spring when <br />the snow is gone, <br />Director Thatcher stated Groberg is one of the <br />few streets in the City that has no parking signs <br />on both sides of the street, as the street is very <br />narrow, and if parking were allowed along one side, <br />the remaining road would be too narrow for two <br />vehicles to pass each other, <br />Mr. Pierson asked if parking would be allowed along <br />the ditch. Clerk /Administrator Pauley replied that <br />it would not be, as that is City property. <br />Director Thatcher reported Staff had conducted a <br />study of the City to find out where people were <br />parking at night on the street. and he presented <br />overheads, showing the areas and reviewed the <br />findings. <br />Mr. Pierson asked why parking is not allowed from <br />midnight to 6 AM when it is allowed during the day. <br />Police Chief Ramacher explained when there were <br />no restrictions, people were parking on both sides <br />of the street and they were leaving cars parked <br />indefinitely, which is why the restrictions were <br />put into place, to make sure the vehicles are <br />moved daily.
