Mounds View City Council June 10, 1985 <br />Regular Meeting Page Two <br />Motion /Second: Linke /Quick to have the first reading <br />of Ordinance No. 393, establishing Chapter 400 of <br />the Municipal Code entitled "Administrative Offenses" <br />and amending Chapter 1 of the Municipal Code entitled <br />"General Provisions of the Code" and waive the <br />reading. <br />4 ayes 1 nay <br />Councilmember Hankner voted against the motion. <br />Mayor Linke explained the purpose of holding the <br />public hearings for gathering information to be <br />considered during the liquor license renewal <br />process for the establishments involved. <br />Mayor Linke closed the regular meeting and opened <br />the public hearing for Muldoon's Inc. at 7:50 PM. <br />David Carlstrom, 5297 Edgewood Drive, stated he had <br />several annoyances concerning the operation of <br />Muldoon's Inc., including the fact it was in a <br />residential area, driving on the boulevards, <br />noise between 1 and 1:30 AM, the lot not being <br />empty of people by 1:30 AM, 48 police calls between <br />September and April, involving 17 hours of police <br />time, debris on lawns, the loudness of the music, <br />the fence in disrepair, the rear of the building <br />being untidy, fights outside, suspected use of <br />drugs outside, bottles being dumped at night, <br />and a sign saying the kitchen was closed for <br />remodeling, yet still being open on Sunday. <br />Grace Zwieg, 5309 Greenfield, stated she agreed with <br />everything Mr. Carlstrom had stated, and presented <br />pictures of the rear of the establishment, taken <br />during the spring. <br />Attorney Meyers advised that all complaints should be <br />noted in the minutes and the owners should respond <br />to the City and indicate what they will be doing. <br />Pat Conroy, owner of Muldoon's Inc., stated he was <br />not aware of most of the complaints, with the <br />exception of the fence, which was in bad shape <br />when he bought the place. He stated they clean <br />the lot twice a day, and he has spoken with the <br />City many times to make sure things are in order. <br />He stated he is willing to cooperate but he must <br />be told of what the complaints are. <br />Motion Carried <br />8.
