Mounds V..ew City Council September 9, 1985 <br />Regular Meeting Page Five <br />":,James Jackson, 5299 O'Connell Drive, questioned where the <br />'surface run -off will go. Mr. Brunn indicated on the map <br />where it will go and where the holding pond will be <br />situated. <br />Director Thatcher stated he does not see any adverse affect <br />on the water services or sanitary sewer services for the <br />area, and this proposal meets the criteria of the Rice Creek <br />Watershed District for holding ponds. <br />Mr. Brunn reported a car wash uses 3 gallons of water per <br />minute per bay, whereas a 5/8" garden hose uses 15 gallons <br />of water per minute. <br />Russ Rudd, 5289 O'Connell Drive, asked if the holding pond <br />would be inside the landscaped area, as he was concerned <br />with children playing there. <br />Mr. Brunn replied it would be, with the fence approximately <br />1 foot from the property line, and the building itself <br />about 40' from the property line. <br />Clerk /Administrator Pauley read the allowable uses for <br />B -1, B -2 and B -3 zoning. <br />Mr. Baxley requested the Council continue any action to <br />f allow him time to get an appraiser to appraise the value <br />of his home, as he feels his home would depreciate. <br />Clerk /Administrator Pauley reviewed the criteria of <br />presenting an appraisal. <br />Attorney Meyers pointed out the developer can also have <br />an appraiser come in and most likely the two appraisals <br />would balance out. <br />Mr. Rich also pointed out the appraiser would consider <br />any use of the property that is allowed, not just a <br />vacant lot. <br />Ronald Richardson questioned why both a berm and fence <br />are required. <br />Mayor Linke replied he would prefer to see the fence, <br />as it would obstruct the view from the homes better, <br />and protect the neighbors better. <br />Motion /Second: Quick /Blanchard to approve Resolution <br />No. 1919, for a minor subdivision and conditional use <br />permit for a self- service car wash at 2320 Highway 10, <br />with the conditional use permit to be recorded with <br />the Registrar of Deeds in Ramsey County. <br />4 ayes <br />1 nay Motion Carried <br />Councilmember Ha'kner voted against the motion. <br />
