Mounds View City Council December 9, 1985 <br />Regular Meeting Page Three <br />`Mayor Linke closed the public hearing and reopened <br />the regular meeting at 7:15 PM. <br />Councilmember Hankner questioned the advantage of <br />designating tax increment districts prior to any <br />specific proposals being made to the City. She <br />asked why they don't designate all open parcels <br />as tax increment districts. <br />Clerk /Administrator Pauley replied they would like <br />to designate this particular area at this time to <br />make the people aware of what is planned. He added <br />they could designate all the areas now. <br />Councilmember Hankner stated she was not in favor <br />of designating this area as tax increment financing <br />tonight, as the City Council has a goal of having an <br />economic development plan drawn up for the City, <br />which they have directed Staff to work on. She stated <br />she felt this would be jumping the gun and it did not <br />make sense, as it would be inconsistent with the <br />City's goal. <br />Councilmember Haake stated she could understand how <br />Councilmember Hankner felt, and she agrees the goal <br />was to have an economic development plan, however, <br />this is a very visable parcel and rather than <br />develop it piecemeal, she would like to see it <br />developed nicely. <br />Mayor Linke stated there is a developer who is working <br />on the site, attempting to come up with a development <br />proposal. He added that he feels each separate area <br />should be done individually, so they can stand on <br />their own. <br />Councilmember Hankner stated <br />property should be looked at <br />its eligibility for any type <br />she sees no urgency as there <br />for the property yet. <br />she feels each piece of <br />closely, and determine <br />of financing. She added <br />has been no proposal made <br />Councilmember Haake pointed out there are four major <br />pieces of land in the City that are open for development. <br />Councilmembers Quick and Blanchard stated they agreed <br />with Mayor Linke on designating the property at this time. <br />Motion /Second: Haake /Blanchard to approve Resolution <br />No. 1951, designating and establishing Development <br />District #1 pursuant to the provision of Section 472A.13 <br />inclusive of the Minnesota Statutes and adopt a Develop- <br />ment District Plan and Development Program for said <br />Development District, and waive the reading. <br />4 ayes <br />1 nay Motion Carried <br />
