Mounds View City Council March 10, 1986 <br />Regular Meeting Page Two <br />;Attorney Meyers stated he had had an opportunity to <br />;cork with David Brick over the years, as well as with <br />Mr. Johnson and Mr. Krogh and felt all three of them <br />were excellent choices for promotion. <br />Mr. Kremer stated he would like to build a double <br />bungelow on the property to best utilize the land. <br />He stated he understands the 'Police Department has <br />checked the area and not found a parking problem, <br />and the other remaining issue to address is drainage, <br />which he plans on working on with the City to <br />resolve. <br />Jim Tobiason, 7601 Groveland Road, stated he was <br />opposed to the development and was concerned about <br />his lot getting the drainage and run -off from the <br />property in question. <br />Bruce Wolfe, 7685 Groveland Road, presented copies of <br />two letters to the Council, which Clerk /Administrator <br />Pauley read, with both stating they were opposed to <br />the development of the property. <br />Councilmember Haake stated her objections still stand, <br />'as to the parcel being developed with a double bungelow, <br />concerning drainage, parking and the high intensity <br />usage. <br />Motion: Haake to request Staff and the City Attorney <br />to draw up a resolution to deny the request for the <br />subdivision for Spring Lake Park Knolls, for considera- <br />tion at the next regular Council meeting. <br />The motion died for lack of a second. <br />Motion /Second: Quick /Blanchard to approve the <br />request for a major subdivision for Spring Lake Park <br />Knolls. <br />3 ayes 1 nay <br />Councilmember Haake voted against the motion. <br />Considerable discussion took place before the vote <br />was taken. Councilmember Blanchard stated she had <br />put considerable thought into it and is basing her <br />decision on the fact that the land is zoned for <br />multiple dwelling, and she realizes the water is a <br />big problem, but the City will have control over it <br />if a duplex is allowed, whereas they would not have <br />c control if a single family home is constructed there. <br />8.
