Mounds View City Council May 27, 1986 <br />Regular Meeting Page Two <br />'Terry Guggenbuehl, of the Metropolitan Council, reviewed <br />.he abatement guidelines the Met Council has established <br />and their program. <br />Attorney Meyers arrived at 7:22 PM. <br />Bill Frits expressed concern with having to pay higher <br />rates, due to recyclables and compostables, and stated <br />he did not feel` the average resident of Mounds View was <br />going to be willing to do all that sorting. <br />Ms. Docken explained the City must meet abatement target <br />levels, and they need the cooperation of the residents. <br />She added they hope to instill an environmental <br />consciousness in the citizens now, which would be the <br />first step. <br />Larry Saba, of Larry's Sanitation, stated he was concerned <br />with how much the charges to haulers would increase once <br />the garbage burning plants are open. He added that he <br />believes consolidation is a good idea if it is done <br />fairly, as he is concerned with the large haulers taking <br />over. <br />Mayor Linke suggested the smaller haulers could get <br />together and form a consortium, to provide a group <br />)id. <br />Dean Warden, of Ace Solid Waste, stated their rates <br />have been increasing continuously for both dumping and <br />insurance coverage. <br />Rick Lavka, of the Ramsey County Environmental Health <br />Agency, reviewed their program goals, and he answered <br />many questions about the financing and benefits to be <br />derived from the garbage burning plants. <br />There was considerable discussion about how to get the <br />residents to use the compost site, as it is very expensive <br />to take that material to the landfill and dump it. <br />Councilmember Hankner stated she would like more detailed <br />information, such as a cost breakdown from the haulers, <br />and she would like to further discuss how everyone can <br />work together better. <br />Clerk /Administrator Pauley pointed out the real issue <br />is a State law that is placing requirements on the <br />City to regulate solid waste and abate it from the <br />landfills. <br />\n unidentified resident stated she was willing to pay <br />txtra to her hauler to have her garbage picked up at <br />her garage, rather than taking it to the end of her <br />driveway, and she expressed concern as to whether all <br />haulers would be willing to do things like that. <br />
