Mounds View City Council <br />August 25, 1986 <br />/Second: Quick /Hankner to adopt Resolution No. <br />367, approving the policy for park land use adjacent <br />to residential properties, and waive the reading. <br />'ayes 0 nays <br />Director Thatcher stated he would like a formal <br />maintenance policy on all City equipment and property. <br />Clerk /Administrator Pauley they will be doing a <br />maintenance study for equipment as part of the fixed <br />assets study, and the other plans are already in place. <br />Director Thatcher had no report. <br />Attorney Meyers had no report. <br />Councilmember Hankner stated she would like to discuss <br />how the Council utilizes Staff, and any problems it <br />°sight be presenting as far as determining priorities <br />id conflicts. <br />Motion /Second: Quick /Blanchard to place this item <br />on the agenda for the next agenda session. <br />5 ayes 0 nays <br />Councilmember Hankner stated that in light of the <br />on -going litigation the City is involved in with <br />Williams Pipeline Company, she feels it would be best <br />if all questions be referred to the City Attorney or <br />Clerk /Administrator, including calls the Councilmembers <br />might receive at home. <br />Motion /Second: Hankner /Quick to direct the Council to <br />refer all questions or discussions relative to the <br />Williams Pipeline case and litigation to the City <br />Attorney or Clerk /Administrator. <br />3 ayes 2 nays <br />Mayor Linke voted against the motion, stating that as <br />Mayor of the City, he must be able to communicate with <br />the residents and those who have questions. <br />Juncilmember Blanchard voted against the motion, <br />tating that at the onset of the problem with the <br />pipeline, the Council had authorized the City Attorney, <br />Clerk /Administrator and Mayor to be spokesmen, and she <br />Regular Meeting <br />Page Six <br />Motion Carried <br />12.
