PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The Mounds View City Council was called <br />to order by Mayor Linke at 7:05 p.m. <br />Special Council Meeting <br />October 20, 1986 <br />Mounds View City Hall <br />2401 Highway 10, Mounds View, MN 55112 <br />MEMBERS PRESENT: Mayor Linke, Quick, 2. Roll Call <br />Hankner, Blanchard. <br />ALSO PRESENT: <br />Clerk Administrator Pauley, Director of <br />Public Works /Community Development Thatcher. <br />The first item on the agenda was temporary 3. Temporary <br />fill permit request. The applicant, Fill Permit <br />Mr. Paul Videen was not present for this <br />item. Director of Public Works /Community <br />Development Director Thatcher reviewed the <br />matter with the Council including outlining <br />his discussions with Mr. Videen and indicated <br />that a solution could be reached, but that it <br />would take greater time than the one week since <br />this item first appeared before the Council. <br />Councilmember Haake arrived at 7:07 p.m. <br />Council concluded that no action would be taken <br />and that Director of Public Works /Community <br />Development Thatcher was directed to bring the <br />issue back to the Council when progress was made <br />requiring Council action either with respect <br />to amendment of the wetland designation or the <br />issuance of a fill permit. <br />Director of Public Works /Community <br />Development Thatcher presented a modified <br />Resolution No. 2109 approving the concept <br />plan for JLN Development based on modifi- <br />cations requested by the developer and agreed <br />to by Staff. <br />Tim Nelson representing JLN discussed the parking <br />situation and the changes requested by JLN to <br />Resolution No. 2109. <br />Councilmember Haake reviewed areas of the Compre- <br />hensive Plan regarding ring roads and non- <br />residential traffic on residential streets. <br />}ATE APPeo0£0: t0 awa; <br />1.
