Mounds View City Council October 27, 1986 <br />Regular Meeting Page Seven <br />financial report to the Council, and he reviewed the <br />activities of the Finance Department for the past <br />quarter, and what they have scheduled for the next <br />few months. <br />Councilmember Haake pointed out that Mounds view's <br />mill rate has not gone up in the past three years, <br />which is great, but she had hoped to see that on the <br />front page of the New Brighton Bulletin, rather than <br />in the middle of the paper. Mayor Linke stated he <br />was also concerned with that issue, and would be <br />addressing it in his report later in the meeting. <br />Park Director Mary Saarion reviewed the activities <br />of the Park, Recreation and Forestry Department <br />for the past quarter. She reported a number of trees <br />have been removed due to disease, but the percentage <br />is down over 1985. She also reported the summer <br />programs had gone over very well and had a very good <br />participation level. <br />Director Thatcher reviewed the activities of the <br />Public Works /Community Development Department for the <br />past quarter. He reported the majority of fire inspection <br />duties have gone back to the Fire Department, and they <br />have budgeted for someone for 1987, to work for 4 or 5 <br />months, to do both apartment and fire inspections in <br />the City. <br />Director Thatcher reported they have received verbal <br />approval of the loan for the study of the planning <br />area of Districts 6 and 12, of the Comprehensive Land <br />Use Plan, from the Met Council, and he asked authorization <br />to retain the services of Gunnar Isberg, as had previously <br />been discussed, in an amount not to exceed $14,825, <br />contingent upon receiving written approval from the Met <br />Council. <br />Clerk /Administrator Pauley reviewed what would be done <br />with the plan, and that it would be an 18 month process, <br />involving more than Districts 6 and 12, and would be <br />more than one document. He added he would like to move <br />ahead at this time and not lose momentum. <br />It was the concensus of the Council to wait for the <br />written contract from the Met Council, approving the <br />loan, before proceeding any further, as they did not feel <br />the momentum would be lost. <br />14. <br />Director Thatcher asked for clarification from the Council <br />of exactly where they would like the stop signs placed <br />for County Road H2 and going north, in conjunction with <br />the planned JLN Development. He presented an overhead <br />map of the area, indicating where he understood they <br />wanted the signs.
