Mounds View City Council November 10, 1986 <br />Regular Meeting Page Four <br />developed fronting along Highway 10, but will not have <br />access onto Highway 10. <br />Mrs. Larson stated they often have a mess with garbage <br />from Burger King, and they are concerned with problems <br />from Super America. She added she knew it was <br />commercial property that was going to be developed when <br />she purchased her townhouse, but she does not want to <br />see large trucks using Mounds View Drive. <br />Councilmember Haake str`ad they cannot determine which <br />way the trucks will go, and she also pointed out that <br />Mounds View Drive was designed as a service road for <br />the commercial property. <br />Mayor Linke closed the public hearing and reopened <br />the regular meeting at 7:37 PM. <br />Director Thatcher reviewed proposed Ordinance No. 415, <br />and the necessity for it. <br />Motion /Second: Haake /Quick to approve the first <br />reading of Ordinance No. 415, amending the Municipal <br />Code of Mounds View by amending Chapter 40 entitled <br />"Zoning and waive the reading. <br />5 ayes 0 nays <br />Councilmember Hankner asked if this would conflict <br />with any of the State statutes. <br />Director Thatcher replied Staff had checked with the <br />Fire Department, and they said it was not a problem. <br />Attorney Meyers explained the City has the right to <br />regulate development of the parks, but they cannot <br />license them, as that is a State requirement. <br />Motion /Second: Quick /Blanchard to have the second <br />reading and adoption of Ordinance No. 414, adopting <br />the 1986 long -term financial plan, and waive the <br />reading. <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />Mayor Linke <br />Quick aye <br />Hankner aye <br />Haake aye <br />Blanchard aye <br />aye <br />10.
