Mrs. Larson stated they often have a mess with garbage from Burger King, and they are concerned with problems from Super America. She added she knew it was commercial property that was going to be developed when she purchased her townhouse, but she does not want to see large trucks using Mounds View Drive. Councilmember Haake str`ad they cannot determine which way the trucks will go, and she also pointed out that Mounds View Drive was designed as a service road for the commercial property. Mayor Linke closed the public hearing and reopened the regular meeting at 7:37 PM. Director Thatcher reviewed proposed Ordinance No. 415, and the necessity for it. Motion /Second: Haake /Quick to approve the first reading of Ordinance No. 415, amending the Municipal Code of Mounds View by amending Chapter 40 entitled "Zoning and waive the reading. 5 ayes 0 nays Councilmember Hankner asked if this would conflict with any of the State statutes. Director Thatcher replied Staff had checked with the Fire Department, and they said it was not a problem. Attorney Meyers explained the City has the right to regulate development of the parks, but they cannot license them, as that is a State requirement. Motion /Second: Quick /Blanchard to have the second reading and adoption of Ordinance No. 414, adopting the 1986 long -term financial plan, and waive the reading.
