Mounds View City Council April 27, 1987 <br />Regular Meeting Page Five <br />Clerk /Administrator Pauley explained a recommendation 10. <br />was received from the Park and Rec Commission to place <br />the donated portable classroom building at Random <br />Park, as well as schedule a public hearing on it, and <br />the Council at the last agenda session had requested <br />the item be placed on the agenda for this evening for <br />discussion. He added they anticipate the building will <br />have to be moved on May 15. <br />Mayor Linke stated he has been adament against putting <br />it at Random Park due to the use of the facility, as <br />he feels it is more of a community use, whereas Random <br />Park is a local, immediate neighborhood park, and he <br />does not feel this type of facility is warranted for <br />that location, and he would prefer to see it at Greenfield <br />Park. <br />Councilmember Hankner stated she feels Random Park is a <br />community park, and it is located in the southern portion <br />of the City, where park development has not occurred as <br />much as it has in other parts of the City. She stated <br />she would prefer going with a public hearing or just <br />agreeing to place it at Random Park, rather than the <br />Council selecting another site. <br />Mayor Linke stated he does not feel Random Park is large <br />enough to handle the building and its use, and they <br />would have to install a parking area, which would have <br />to be located in the ponding area. <br />Councilmember Hankner stated she would like to get more <br />input on the matter and what the residents would like, <br />as she does not feel the Council alone should make the <br />decision. <br />Councilmember Blanchard stated she does not feel Random <br />Park is the place for this building, as it will have a <br />good deal of evening use. She added she feels strongly <br />that they should have a public hearing on the matter. <br />Counc Quick stated that in considering the cost <br />of utilities and the problem of vandalism, while he had <br />originally thought Silver View Park would be a good <br />location, he now feels it would be best used at Random <br />Park. He stated the parking could be facilitated with <br />the use of timbers and Class 5, and the use of the <br />building could be contained to the inside, and the <br />utilities would cost less there. He added that while <br />vandalism is a growing problem throughout the City, <br />Random Park has a very low vandalism rate. He also <br />pointed out that neighborhood is changing considerably, <br />with many of the older residents moving on to retirement <br />areas and younger families with small children moving in. <br />He also pointed out that park needs another shelter for <br />the Tiny Tots program. <br />Discussion on <br />Placement of <br />Donated Portable <br />Building in <br />Random Park <br />
