Mounds View City Council July 27, 1987 <br />Regular Meeting <br />Ak an Lindberg, 5236 Red Oak Drive, stated she is a Girl <br />Gout leader for two different troops, and she would <br />like to see the building placed at Random Park. She <br />presented the Council with a petition of signatures <br />from the parents of her Girl Scouts, stating they would <br />like the building placed there. She also pointed out <br />it is a nice building for people in the neighborhood <br />to use, for such things as block parties, card parties <br />and so forth. She added she does not feel Woodcrest <br />would be a good option at this time for placement of <br />the building. She also stated that Random Park would <br />be a good location as students could walk there from <br />chool, and not require their parents to leave work <br />to pick them up from school to drive them to their <br />activities, and parking would not be a problem for <br />the two groups she is involved with. <br />Mary Ann Wey, 5220 Skiba, stated the park is nice for <br />tiny tots and she does not want any added traffic there. <br />Dan Boxrud, of Short Elliott- Hendrickson, reviewed the <br />general drainage issues for the area, stating that the <br />intersection of Long Lake Road and Ridge Lane does <br />flood at times, and there is an emergency overflow <br />to the southeast. He added that if any changes are <br />made to Random Park, it would be extremely difficult <br />o calculate the effect it would have. He pointed <br />ut that one yard should have the landscape berm cut <br />back approximately 6" on both ends, to better facility <br />drainage from the back yards. He also recommended the <br />sliding hill be modified slightly to continue drainage <br />along the north side of the building to the Long Lake <br />Road ditch. <br />Mr. Boxrud reviewed his recommendation on construction <br />of the parking lot, stating that only the amount of <br />fill necessary to reach the grade of the building, <br />convey storm water along the north side of the lot <br />and accomcdate a driveway culvert should be placed, with <br />the parking lot tilted to the southwest to avoid filling <br />as much as possible. He also recommended an 18" <br />corrugated metal pipe be laid under the driveway. <br />Councilmember Quick stated they plan to have four courses <br />of block under the building, and questioned if it could <br />flood. Mr. Boxrud replied that it should not, as the <br />water would run off to the southeast, and he presented <br />an overhead of the topography of the area. <br />Tom Foster, 2516 Ridge Lane, questioned the capacity <br />of the storm sewer system, and Mr. Crook stated the area <br />as flooded 5 times in the past 3 years. <br />Page Three <br />
