Boxrud explained that when Silver Lake Woods pond <br />aas constructed, it reduced the outflow down toward <br />Random Park, and actually helped the Random Park area <br />out. <br />Mrs. Rowley stated there is still a problem with flood- <br />ing at the intersection, and asked if the Council was <br />willing to spend money on studies of the storm drainage <br />issue, for a park development the neighborhood does not <br />want. <br />Councilmember Hankner stated that until the residents of <br />the City are ready to agree to finance a project for a <br />storm sewer system, there will continue to be areas of <br />the City that will have and do have a definite problem. <br />She stated that the drainage issue must be addressed, <br />and she is personally frustrated at this time, as the <br />question of the placement of the park building came up <br />five months ago, and was discussed many times and <br />thoroughly by the Council, using resident input, and <br />a decision was made on July 13 on the placement of the <br />building, and a good deal of money has already been <br />spent in placing the building at Random Park, and she <br />asked where the money is going to come from if the <br />building is going to be moved again. She reviewed the <br />financial cuts that have been imposed on the City by <br />w 4he State Legislature and the impact they will be <br />paving on the City. <br />Mr. Foster stated the Council should pursue the use at <br />Edgewood, and he would like to hear back from the <br />Council on that effort. <br />Park Director Saarion explained the City does have a <br />joint powers agreement with the School District, but <br />the District has a number one priority on the use of <br />the facility, with the City having a number two priority, <br />and other groups having a three or four priority. She <br />stated the City can put in a request for use of the <br />facilities and get permission for it, back from the <br />School District, and then later get a call that they <br />have been bumped at the last minute. She adddd that <br />if the City attempts to go to another location, it can <br />run into considerably higher cost, which was not <br />originally budgeted for. She also explained the City <br />has tried for the past 12 years to reach a more workable <br />agreement with the District, but has not been successful. <br />Acting Mayor Blanchard summarized that the Council is <br />cognizant of the concerns expressed, and they will take <br />those comments under advisement, and will let the <br />esidents know if the issue is going to be discussed <br />F urther at the next regular meeting. <br />
