Mounds View City Council Regular Meeting Page Four r Bill Frits, 8072 Long Lake Road, stated he was against the proposed ordinance, since Police officers are trained to do that type of thing, and that upon receipt of a complaint, they can issue a citation and gather evidence to present it. He added it is not right or necessary to have half a dozen people driving around the City issuing citations, and he felt it was putting too much power in the hands of a single individual. Upon questioning by Mr. Frits, Councilmember Quick stated he could recall three citations being issued since he was on the Council, and they would have been handled by a judge, and he was not sure what the outcome of each one was. Mayor Linke clarified that the areas listed in the proposed ordinance are criminal offenses, not administrative offenses. Councilmember Quick pointed out that Mr. Frits is advocating giving all the power to the Police department, and he would be much more comfortable with several people having say in the matter, rather than just one body. Councilmember Hankner stated there appeared to be confusion over the items the ordinance would cover, and she reviewed the areas it would cover. She added the Police Chief had met with the Council last week to review the proposed ordinance, and he was comfortable with it. Savri Ayaz, 7751 Bona Road, asked if other cities such as Minneapolis and St. Paul have an ordinance of this nature. Clerk /Administrator Pauley explained Minneapolis and St. Paul have a different form of government, and he was not certain what other cities were doing. Motion /Second: Wuori Hankner to approve Resolution No. 2276, approving a conditional use permit for Odas Newton, 8319 Groveland Road, for an oversized accessory building, Planning Case No. 229 -87, and waive the reading. 5 ayes 0 nays December 28, 1987 10.
