Mounds View City Council <br />Regular Meeting Page Four <br />r Bill Frits, 8072 Long Lake Road, stated he was against <br />the proposed ordinance, since Police officers are <br />trained to do that type of thing, and that upon <br />receipt of a complaint, they can issue a citation and <br />gather evidence to present it. He added it is not <br />right or necessary to have half a dozen people driving <br />around the City issuing citations, and he felt it was <br />putting too much power in the hands of a single <br />individual. <br />Upon questioning by Mr. Frits, Councilmember Quick <br />stated he could recall three citations being issued <br />since he was on the Council, and they would have been <br />handled by a judge, and he was not sure what the <br />outcome of each one was. <br />Mayor Linke clarified that the areas listed in the <br />proposed ordinance are criminal offenses, not <br />administrative offenses. <br />Councilmember Quick pointed out that Mr. Frits is <br />advocating giving all the power to the Police <br />department, and he would be much more comfortable <br />with several people having say in the matter, <br />rather than just one body. <br />Councilmember Hankner stated there appeared to be <br />confusion over the items the ordinance would cover, <br />and she reviewed the areas it would cover. She <br />added the Police Chief had met with the Council <br />last week to review the proposed ordinance, and he <br />was comfortable with it. <br />Savri Ayaz, 7751 Bona Road, asked if other cities <br />such as Minneapolis and St. Paul have an ordinance <br />of this nature. <br />Clerk /Administrator Pauley explained Minneapolis and <br />St. Paul have a different form of government, and he <br />was not certain what other cities were doing. <br />Motion /Second: Wuori Hankner to approve Resolution <br />No. 2276, approving a conditional use permit for <br />Odas Newton, 8319 Groveland Road, for an oversized <br />accessory building, Planning Case No. 229 -87, and <br />waive the reading. <br />5 ayes 0 nays <br />December 28, 1987 <br />10.
