Mounds View City Council January 25, 1988 <br />Regular Meeting Page Four <br />�r 4 Clerk/Administrator Pauley explained there are <br />`adequate funds available in the budget for this <br />study, and over the long run, it will actually save <br />the City money. <br />Councilmember Quick stated he understood the City of <br />Roseville has been using this system. <br />Clerk /Administrator Pauley stated they began about <br />three years ago, and they speak very highly of the <br />system. <br />Motion /Second: Quick /Hankner to authorize the Clerk/ <br />Administrator to negotiate a contract for the pavement <br />management study with Short Elliot- Hendrickson, Inc. <br />5 ayes 0 nays <br />Ms. Watkins asked if there was another company that <br />could do the study at a lower cost. <br />Mayor Linke replied this is a very specialized type of <br />work and there are very few firms that do it. <br />Clerk /Administrator Pauley further explained the City <br />has worked with SEH for a number of years, and there <br />has always been a good working relationship, and <br />there is a cost savings in using them, as they are <br />familiar with the City. <br />Clerk /Administrator Pauley reported that due to the <br />increase in requests for security lighting in City <br />parks, Staff felt it would be best to have a policy <br />to address these requests. He stated a policy has <br />been drafted and the Park and Rec Commission has <br />reviewed it and recommended approval. Clerk/ <br />Administrator Pauley read proposed Resolution No. 2281. <br />Motion /Second: Quick /Blanchard to approve Resolution <br />No. 2281, a parks security light installation policy <br />for the City. <br />5 ayes <br />0 nays Motion Carried <br />Clerk /Administrator Pauley explained the necessity <br />for the vacation of Skiba Avenue, Liberty Street and <br />the utility easements within the vacated right -of -way <br />of Raymond Avenue. He stated all the development <br />agreements have been signed and Staff is now <br />recommending proceeding with the second reading and <br />adoption of the ordinance. <br />Motion Carried <br />10.
