Mounds View City Council January 25, 1988 Meeting Page Three <br />,Motion /Second: Hankner /Quick to authorize negotiation <br />of a contract with Decision Resources, Ltd. for a <br />community survey. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley stated he has requested each <br />department to submit five questions which they would <br />like included in the survey, by February 1, to start <br />fine tuning the questions, and he requested the <br />Council also submit five questions each. <br />Mayor Linke explained approximately 400 phone calls <br />would be made to residents within the City, and they <br />will be selected at random. <br />Clerk /Administrator Pauley explained Dailey Knolls had <br />received approval of their preliminary plat in May <br />1987, and they have now requested an extension as they <br />did not file the final plat within the six month time <br />limit. He added they have also requested approval of <br />the final plat at this time, and Staff would <br />recommend approval. <br />Motion /Second: Quick /Blanchard to approve Resolution <br />No. 2288, approving the final plat for the Dailey <br />"'Knolls Addition, and waive the reading. <br />5 ayes 0 nays <br />Councilmember Hankner explained that City Planner <br />Herman had made a presentation to the Council at <br />their last agenda session on this request, and they <br />had looked at it very carefully and determined it <br />was in compliance, before taking tonight's action. <br />Clerk /Administrator Pauley explained that John <br />Johnson had prepared a five year street maintenance <br />plan for the City in 1984, and since it is coming <br />to the end of that five year period, a decision <br />should be made to update it or decide on a new <br />method. He explained Short Elliot- Hendrickson has <br />proposed to do a pavement management study for the <br />City, and he reviewed the work that would be covered <br />in he study. He stated the estimate for the <br />pavement management study is $16,000, with another <br />$3,000 for a signage study, and they still must work <br />out details of how much work will be done by City <br />Staff. He stated that once the study is completed, <br />the software would be given to the City and the City <br />would then update it on an annual basis. <br />Motion Carried <br />8.
