Mounds View City Council February 8, 1988 <br />Regular Meeting Page Three <br />further explained that Mounds View's equipment was not <br />recertified for modification, requiring the City to find <br />other equipment. He added that the punch card system is <br />on itt way out, and optical scanning equipment would be <br />the best recommendation, and the proposed system uses <br />paper ballots which are electronically tabulated in less <br />than ten seconds. <br />Clerk /Administrator Pauley reported two companies had <br />been contacted who manufacture the equipment, and only <br />one responded with a quote. He added this expense was <br />not budgeted for and would have to come from the <br />undesignated funds account, and he explained what that <br />account is. <br />Councilmember Hankner stated she had had an opportunity <br />to try the machine and found it very simple to use and <br />she was impressed with it. She asked whether they <br />could be put out before the election, to allow residents <br />time to familiarize themselves with the equipment. <br />Clerk /Administrator Pauley replied the City is required <br />to have a public information program 60 days before the <br />election, and they are planning on covering it in the <br />next City newsletter, via video tape, public meetings <br />nd will have one on display at City Hall. He added <br />ey will also request coverage in the New Brighton <br />ulletin, and Minneapolis and St. Paul papers. <br />Motion /Second: Hankner /Quick to approve the purchase <br />of the OPTECH III -P election system from Business <br />Records Corporation at a cost of $20,110 per the proposal <br />dated January 20, 1988, to be funded from the City's <br />undesignated fund balance. <br />4 ayes 0 nays <br />Clerk /Administrator Pauley explained the proposed <br />increase would be a three percent wage adjustment for <br />all non -union employees of the City, with a $10 per <br />month increase in the City's portion of Group Health <br />coverage.
