Mounds View City Council March 14, 1988 <br />Regular Meeting Page Eight <br />r,Motion /Second: Hankner /Quick to approve Resolution <br />No. 2298, establishing guidelines and fee schedule for <br />the use of outdoor park athletic fields, and waive <br />the reading. <br />5 ayes 0 nays <br />Park and Rec Director Saarion asked the Council for <br />direction on the Silver View Pond pathway, stating <br />that two petitions have been received by the City, <br />one in favor and the other against the path. She <br />stated they are in the process of planning the summer <br />work schedule for the park and rec workers, so would <br />like to coordinate work on the path, if it is approved, <br />with the plantings that are going in there. <br />Park and Rec Director Saarion stated Dan Boxrud from <br />Short Elliott Hendrickson had reviewed the area and <br />does not feel there would be problems with water on <br />the pathway, but that certain conditions would have <br />to be met in the construction and upkeep of it. <br />Councilmember Quick noted that some residents in <br />that area have a water problem in their back yards <br />and asked if that was addressed by the City Engineer. <br />Park and Rec Director Saarion replied it was not, as <br />that part was in the forest, and MI. Boxrud was taking <br />into consideration the ponding area only. <br />Councilmember Quick asked that the information be given <br />to Mr. Boxrud for his review. <br />Mike Elmor, 7413 Parkview Drive, stated it is his <br />house that has standing water in the yard after a <br />good rain, and it would have to be dug out to allow <br />drainage into the pond. <br />Councilmember Hankner stated that if the path is going <br />to be completed, some grading would have to be done, <br />and they want to make sure the path looks good and will <br />last. <br />Carol Golden, 7417 Parkview Drive, stated she has had <br />Council members to her home to view the problem she <br />has. She explained they have a constant problem with <br />people going through their yard to get down to the pond, <br />and the way their house is situated, it is very close <br />to the proposed pathway. <br />Councilmember Hankner pointed out the plantings are <br />intended to mark the property line, as well as <br />provide some screening. <br />21. <br />Motion Carried <br />Discussion on <br />Silver View <br />Pond Pathway <br />
