Mounds View City Council March 14, 1988 <br />Regular Meeting Page Nine <br />,Mayor Linke clarified that the path can go right up to <br />the property line, if it is decided on by the Council, <br />and he also pointed out that the yards do not go down <br />to the pond, as there is a City easement all the way <br />around. He added the plantings will be between the <br />path and homes to help mark the property line. He <br />also explained they were not able to demand any <br />additional access paths to be put in by the developer <br />at the time development was going on. He also noted <br />the path would be maintained by the City. <br />Councilmember Hankner stated the plantings should help <br />in keeping people on the park property rather than in <br />the residents yards, and she added that she is con- <br />cerned that it is actually feasible to put the path <br />in. <br />Bob Carpenter, 2650 Lake Court Drive, stated he has a <br />problem with run -off and suggested putting in a <br />plastic pipe, something along the line of drain tile, <br />to let the water run out. <br />Dave Radamacher, 7421 Parkview, stated the land by <br />him is very low and there is a natural drainage area <br />there also, and with any sizeable rain, he has water <br />standing in his yard, so he felt something would have <br />to be engineered to handle that. <br />Councilmember Hankner stated she would like to have <br />the residents come in to talk and work things out, <br />and have the engineer look at the plan and if it is <br />feasible, determine the design. <br />Park and Rec Director Saarion stated Mr. Boxrud has <br />suggested bringing in a bobcat, and lower the areas <br />that need it, and then landscape the area. She added <br />that he had checked the area before the snow came. <br />Councilmember Wuori suggested a bridge or some other <br />means of getting over the wet areas would have to be <br />built. <br />It was noted there is a bridge already in the area <br />in question. <br />Councilmember Hankner pointed out the City is planning <br />to hire an engineer in the near future, and they could <br />postpone action until they have someone on board, or <br />they could go now with Short Elliott Hendrickson, but <br />whoever they go with, they should have the same person <br />working on the project from start to finish. <br />
