Mounds View City Council March 14, 1988 <br />Regular Meeting Page Ten <br />Clerk /Administrator Pauley explained Short Elliott <br />Hendrickson was the City Engineer at the time the <br />development went in, and they are familiar with the <br />area and they could probably address it more <br />effectively time and cost wise than a new staff <br />member, who would have no history of the area and who <br />would have many new duties to deal with at once. He <br />added Short Elliott Hendrickson could probably do an <br />analysis within 30 days. <br />Randy Miller, 7409 Parkview Drive, asked if the engineer <br />was out in 1987, how he knew where the property lines <br />were. He stated the City had marked the property in <br />1986 but not in 1987, and he would like to see a survey <br />done this spring with markers put in. <br />Mayor Linke explained they would have to be done just <br />for the plantings themselves. <br />Jim Smith, 7427 Parkview Terrace, stated the west end of <br />the pond did not have a path around it at one time, so <br />there must have been a water problem there. <br />Mayor Linke explained a bridge was planned at that <br />point, but the cost was prohibitive. <br />Ms. Golden stated some of the people paid a premium <br />to have lots without the path, and that was based on a <br />map of Mounds View, signed by Bruce Anderson. <br />Mr. Smith stated that if a path is going to be put <br />in, wood chips would not be a good material. <br />Mayor Linke explained asphalt would work, but it <br />would be very expensive. <br />Motion /Second: Hankner /Quick to direct Staff and <br />Short Elliott Hendrickson to conduct a feasibility <br />study of a path in the remaining portion around Silver <br />View Pond. In consulting with the residents, the study <br />shall include at least the following: survey of the <br />property, drainage issues, landscaping and grading, <br />and the report should be to the Council by May 16, 1988. <br />5 ayes 0 nays <br />Motion /Second: Hankner /Quick to direct Staff and <br />Short Elliott Hendrickson to look at the drainage <br />problems around the entire pathway area and solutions <br />to correct those problems, and report back to the <br />Council by May 16, 1988. <br />5 ayes <br />Motion Carried <br />0 nays Motion Carried <br />
