Mounds View City Council March 14, 1988 <br />Regular Meeting Page Three <br />Pat Rickaby, 8343 Groveland Road, stated she is opposed <br />to the purchase of the property for a future street, as <br />the storm sewer system in that area is already at <br />capacity, which was determined in 1978 with the study <br />done by the task force. She added that futher develop- <br />ment in that area would only add to the problems. She <br />also pointed out that at an informational meeting in <br />1986, it was brought out that there are a number of <br />homes in the area who have had problems with basements <br />caving in because the drain tile system was pulling <br />sand in. <br />Mayor Linke explained those problems were construction <br />related, as the lines were not put in properly. <br />Ms. Rickaby stated she felt the best solution would be <br />prevention. <br />Mayor Linke stated that if 100 percent of the people <br />along Knollwood want the extension put in, the City <br />would be hard pressed to deny it. <br />Mr. Gross questioned whether the property was wide <br />enough to place a house. <br />Mayor Linke replied it was, with 75 feet being required <br />by code. Planner Herman added that there is no reason <br />to not approve a building permit for that lot. <br />Greg Holly, 8192 Groveland, stated he is against the <br />purchase of the property by the City, as the City <br />would be holding property in reserve for future <br />development. He added he was at the Planning Commission <br />meeting and was told there was no resolution on the <br />City's books which requires 100 percent of the owners <br />to sign the petition. <br />Clerk/Administrator Pauley reviewed portions of Chapter <br />26, concerning requests for improvements, and what the <br />criteria would be. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting at 7:32 PM. <br />Clerk /Administrator Pauley stated the City Attorney has <br />advised the City cannot delay the issuance of a building <br />permit any longer, and it should either be issued or an <br />offer made to purchase the property, to avoid being <br />taken to court by the property owner. <br />Councilmember Hankner stated she was hesitant to take <br />imiany action this evening as other than the public hear- <br />wing notice, people were not aware that action might be <br />taken at this time. She stated she would like to table <br />it until the next Council meeting, to allow time for <br />input from people. <br />
