Mounds View City Council June 13, 1988 <br />Regular Meeting Page Two <br />to $200,000 for the work to be done. <br />The Council expressed their sincere thanks for the <br />donation. <br />Mayor Linke closed the regular meeting and opened the <br />first public hearing at 7:11 PM. <br />Public Works Director Minetor presented an overhead of the <br />area and reviewed the need for a wetland alteration <br />permit. He explained the work is necessary as the <br />sewer flows from Longview Drive to Silver Lake Road and <br />there is no practical alternate route. The replacement <br />is necessitated by the settlement of the sewer main, <br />as well as the Silver Lake Road sewer main. He added <br />that if the work is approved, it would be completed by <br />August 15. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting. <br />Mayor Linke closed the regular meeting and opened the <br />second public hearing at 7:16 PM. <br />City Planner Herman presented an overhead map of the <br />area showing where the Church Upon the Rock is located. <br />She explained that the Planning Commission has <br />recommended approval of a conditional use permit for <br />a temporary building on the site, to be used as <br />classroom space. She added that at the time <br />the Planning Commission was looking at the temporary <br />building, they discovered the original conditional use <br />permit needed updating, and they would recommend <br />including a stipulation that the total number of <br />students be determined by a ratio of pupils to square <br />feet, with a 1 to 35 sf ratio in the existing building <br />and a 1 to 30 ratio in the temporary building; that <br />they finalize in writing their parking arrangement with <br />Kinder Care; and put up a fence along the western side <br />of the playground, for which they have granted a variance <br />to allow a 5' fence. She explained the reason for grant- <br />ing the variance was that the height was needed, both to <br />keep the students from running in the street, and to keep <br />balls and other equipment from going out also. <br />Elva Minikus, 7959 Red Oak Drive, stated she lives next <br />door to the north, and her house has taken quite a beat- <br />ing from soccer balls, and the fence that is there now <br />does not prevent the problems. She added that she doesn't <br />mind the school being there but does not like the children <br />ail balls against her house, and breaking the fence, <br />or her window. <br />Planner Herman explained the Planning Commission had not <br />addressed the fence on that side of the property as they <br />were noi. aware there was a problem. <br />7.
