Mounds View City Council September 12, 1988 <br />Page Two <br />Regular Meeting <br />Mayor Linke closed the regular meeting and opened <br />the first public hearing at 7:10 PM. <br />Clerk /Administrator Pauley reviewed the process that <br />was followed in developing the budget. He explained <br />the budget is limited to what the State Legislature <br />allows, plus whatever revenues can be generated by <br />the City in license fees and so forth. <br />Clerk /Administrator Pauley explained the purpose of <br />the public hearing is to receive input from the <br />residents on the proposed budget. <br />Clerk /Administrator Pauley reviewed the revenues <br />planned, explaining the proposed budget would result <br />in a decrease from 16.7 to 13.4 in mill rate, however, <br />they cannot give a fixed number until they receive <br />final input from the County. The majority of revenue <br />will be from intergovernmental revenue and property <br />taxes. <br />Expenditures are planned at a 20 percent increase, or <br />$424,924, which includes the addition of one policeman, <br />one public works /maintenance person, snow plowing for <br />the entire City, and a vehicle and equipment replace- <br />ment program. <br />Councilmember Hankner inquired how much is currently <br />spent on clean -up day. Clerk /Administrator Pauley <br />replied it is approximately $5,000. <br />Councilmember Hankner stated she had had an increasing <br />number of people talk to her about clean -up day <br />and problems with cars in yards without licenses, and <br />old appliances, and so forth, and she suggested shift- <br />ing funds in the budget to enable people to get rid of <br />large items, though not necessarily cars. <br />Clerk /Administrator Pauley explained a second clean -up <br />day in the fall would not solve the problem, and he <br />noted people are not willing to pay the cost of dispos- <br />ing of large items, and will sometimes dump them else- <br />where, where they still have to be picked up by the City. <br />Councilmember Hankner requested that this be looked at <br />further. <br />Bill Frits, 8072 Long Lake Road, advised that he has <br />seen ads in weekly shopper type papers that advertise <br />appliance dealers who will pick up appliances from homes, <br />whether they work or not. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting at 7:30 PM. <br />7.
