Motion /Second: L::ke /Blanchard to schedule the <br />October 17, 1988 agenda session to begin at 6 PM. <br />Mounds View City Council September 26, 1988 <br />Regular Meeting Page Six <br />5 ayes <br />0 nays Motion Carried <br />Clerk /Administrator Pauley reported Jim Tobias has <br />requested a certificate of occupancy be issued to <br />Amoco Oil Company, at 2800 Highway 10, as all work <br />has been completed satisfactorily. <br />Motion /Second: Quick /Linke to issue a certificate <br />of occupancy permit and license to operate gas pumps <br />for Amoco Oil Company at 2800 Highway 10. <br />5 ayes <br />0 nays Motion Carried <br />Councilmember Hankner brought up a recent article <br />in "Cable Talk concering pay for viewing. She <br />stated X rated movies can be ordered by phone, and <br />while she does not want to dictate what people may <br />and may not watch in their own homes, she is concern- <br />ed with minors being able to order movies by phone, <br />without parental approval. She added a firm state- <br />ment should be made. <br />Mayor Linke noted X rated films can also be ordered <br />by acccident, as he learned by hitting the wrong <br />number once. <br />Attorney Karney advised the consumer is paying for <br />the service, and there is very little legal impli- <br />cation. He also pointed out it can be controlled <br />by computer, and the subscriber can inform the company <br />that X rated films are not to be allowed into their <br />home, and the computer will block all efforts to <br />order or send it there. He added he would not advise <br />the Council to take a stand on the issue, although <br />individually they could. <br />Mayor Linke adjourned the meeting at \7:44 PM. 20.
