Mounds View City Council October 10, 1988 <br />Regular Meeting Page Eight <br />years, at which time they would then expand to <br />accomodate future growth. <br />Ms. Weisman inquired how old the pipeline is that <br />is in place. Mayor Linke replied it is from 1957, <br />and the City is going to Court on it on January 1. <br />Clerk /Administrator Pauley added that indications <br />from Williams are that they feel the pipeline is <br />acceptable and if they are required to replace it, <br />it would be left in the same location, just maybe <br />lower. <br />Ms. Weisman asked what the comparison was with <br />the Type 2 and 7 wetlands between the Corps of <br />Engineers and City's boundaries. <br />Mr. Koppe explained they are different, and both <br />bodies do approach it differently. He stated they <br />are attempting to keep out of the City's boundary <br />with the exception of the .7 acre. <br />Ms. Weisman asked what the advantage of a PUD would <br />be versus the alternatives. <br />Mayor Linke explained the advantages, stating that <br />since they are working with both the pipeline and <br />the wetlands, this would allow them some flexibility. <br />Clerk /Administrator Pauley reported the Mounds View <br />Business Park and Kraus Anderson development of manor <br />homes and commercial area long Highway 10 are all <br />PUD's, and he reviewed the PUD process and the <br />benefits it provides to both the City and the <br />developer. <br />Ms. Weisman challenged the City to stay firm with <br />one set of boundaries for the wetlands and suggested <br />having the Environmental Quality Task Force address <br />that. She also stated a lot of information needs to <br />be absorbed and she is concerned with the pressure <br />with the time element. She added the developer should <br />have acted quicker. <br />Mr. Seipp replied he could understand her concerns. <br />He explained, however, that they began their process of <br />looking for land to develop three years ago and had <br />approval from their Board of Directors one year ago, <br />but the company was then put up for sale and all pro- <br />jects were put on hold for seven months. He added that <br />has created a major problem for them with the time <br />element. He also reiterated it would be their intent to <br />hold whatever meetings are necessary to answer any <br />questions and address any concerns. <br />
