Mounds View City Council October 10, 1988 <br />Regular Meeting Page Seven <br />Mr. Koppy reviewed the wetland considerations, explain- <br />ing there are four different agencies that will be <br />reviewing this to insure regulations are met. Those <br />agencies would be the Rice Creek Watershed District, <br />Army Corps of Engineers, DNR and City of Mounds View. <br />A .7 acre encroachment would be made, but the addition <br />of the pond in the upland area would create 2.8 acres <br />of new wetland. <br />Mr. Koppy showed where the encroachment would occur, <br />explaining that due to both future road expansion plans <br />and the location of a Williams pipeline on the pro- <br />perty, they were restricted in placement on the property. <br />They have met with the Ramsey County Highway Department <br />and are planning the access to the property based on their <br />recommendations, which would result in the roadway being <br />on the wetland area for the .7 acre. They are also <br />working with the Corps of Engineers, who has placed <br />stakes on the property. The encroachment would be in <br />both Type 2 and 7 wetlands, and he reviewed their <br />mitigation proposal which would create another 3 acres <br />of new wetland, which would bring the total up to over <br />5 acres of new wetland. <br />Mr. Koppy reviewed the list of other permits required <br />from the Minnesota Deparatment of Health, Minnesota <br />Pollution Control Agency, Metro Waste Control Commission, <br />Ramsey County, MnDOT and the City of Mounds View. He <br />explained they intend to apply with each and every one <br />of the different agencies and follow their specific <br />permitting process. He added they will also be requesting <br />a PUD for the site. <br />Clerk /Administrator Pauley reviewed the plans for <br />County Road J within the City of Mounds View. He also <br />explained Barr had received the report last week and <br />has begun reviewing it. Staff will be meeting with <br />them sometime this week, or as soon as possible, and <br />they will be including both Attorney Meyers and Attorney <br />Karney in the discussions. He added he would let the <br />Council know when the meeting was scheduled. <br />Mr. Koppy stated they would be submitting their re- <br />quests to the various agencies after the preliminary <br />plat has been approved. He also responded to questions <br />from the EAW which had been submitted_ it was agreed <br />by the Council that addendums and maps would be attached <br />regarding the undeveloped park land adjacent to the <br />proposed development. <br />There was discussion on the soil borings which are <br />being done presently. Their findings are consistent <br />my with what information is already available. <br />Kay Weisman, 7807 Bona Road, asked what capacity the <br />building will he used at. Mr. Seipp explained the <br />first building should meet their growth needs for five <br />
