The Mounds View City Council was called to order by Mayor Linke at 7:00 PM on Monday, October 24, 1988. The Pledge of Allegiance was said. PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA MEMBERS,, PRESENT: Councilmembers Wuori, Quick, Blanchard, Hankner and Mayor Linke. ALSO PRESENT: City Attorney Kerney, Clerk /Administra- tor Pauley. Motion /Second: Hankner /Wuori to approve the October 10, 1988 minutes as corrected. 5 ayes 0 nays Bill Frits, 8072 Long Lake Road, questioned why three different water districts were listed for voting on the absentee ballot, and whether it was valid. Clerk /Administrator Pauley explained they had just been received earlier in the day and he had not had an opportunity to look at them. He explained they were printed in Chicago, by Ramsey County. Later in the meeting, after briefly reviewing the ballot, Clerk/ Administrator Pauley stated the question would have to be referred to Ramsey County. He stated he would get an answer from them and call Mr. Frits. Carolyn Basterash, Health and Safety Chairman of the Pinewood PTA, explained the McGruff Safe House Program they are looking at for this area. She explained it involves coordination with the Police Department and she has been working with Lt. Brick on getting a pro- gram set up. The initial cost of signs to go in windows is $1 per sign, and they would like to start with 100, and she asked the Council to consider funding this cost.
