Mounds View City Council <br />Regular Meeting <br />Motion /Second: Hankner /Blanchard to adopt Resolution <br />No. 2411, setting the snow plowing and ice control <br />policy, and waive the reading. <br />5 ayes 0 nays Motion Carried <br />Motion /Second: Blanchard /Hankner to set a public <br />hearing for 7:10 PM on November 28 on the snow <br />plowing; policy. <br />5 ayes 0 nays Motion Carried <br />article will be placed in the next newsletter <br />concerning the policy. <br />Attorney Karney reported that while DWI arrests and 16. Report of <br />convictions are down, there is a sizeable increase Attorney <br />in domestic assaults, in which the Police are being <br />called. A problem occurs, however, when the case gets <br />to court and the victim decides not to press charges. <br />He explained it is costly for the City, for the amount <br />of time that is put into it in preparing the case, and <br />the courts are getting frustrated also. He added the <br />City is starting to subpoena the victims and is asking <br />for court costs. The $150 to $200 cost does not quite <br />cover the City's expenses, but hopefully will make <br />people realize this is a serious matter. <br />Police Chief Ramacher explained that by law, the <br />victims are provided with a card with phone numbers <br />of services that are available to them. It was agreed <br />to discuss this issue further at an agenda session. <br />Councilmember Quick had no report. <br />Councilmember Blanchard had no report. <br />Councilmember Hankner read proposed Resolution No. <br />2412, whicr had been discussed at the last agenda <br />session. <br />Motion /Second: Hankner /Quick to approve Resolution <br />No. 2412, requesting MnDOT District 9 Feasibility <br />Study of pedestrian crossing bridge over Trunk <br />Highway 10 at Long Lake Road. <br />5 ayes 0 nays <br />November 14, 1988 <br />Page Eight <br />17.
