Mounds View City Council <br />Regular Meeting <br />Commission would recommend issuance of the wetland <br />alteration permit. The two issues they addressed for <br />variances were the 100' setback for the roadway, which <br />they felt was justified for safety in connecting with <br />Cou Road J, and the variance for being within the <br />10 0' buffer zone, due to the location of the Williams <br />pipeline on the property. That issue, however, no <br />exists, as the developer is proposing to move <br />the building closer to the pipeline, which will take <br />them completely out of the buffer. <br />Peter Seipp, president of SYSCO /Minnesota, briefly <br />reviewed their intended use of the building, and he <br />introduced the other members of the development team <br />that were present with him. <br />Scott Kinkaid, of Ryan Construction, reviewed the pro- <br />posal, showing their location in the City, access to <br />the property parking, the location of the building <br />on the lot, and the planned construction materials. <br />He explained a number of revisions have been made to <br />the site plans due to wetland concerns, and he reviewed <br />the changes made. He also explained they have been <br />able to move the building out of the 100' buffer zone. <br />Peter Sabee, of Barr Engineering, explained they had <br />reviewed the proposed development at the request of <br />the City, and in the course of that evaluation looked <br />at the development with respect to specific criteria <br />as specified in the ordinance, the Corps of Engineers <br />wetland delineation and Mounds View's wetland delinea- <br />tion. <br />Mr. Sabee reviewed the conditions which must be met <br />for a wetlands alteration permit to be granted. Mr. <br />Sabee reviewed his written report and their findings <br />on the permit standards in the wetland ordinance, <br />specifically concerning filling, dredging, discharges, <br />storm water run -off, building constraints and removal <br />of vegetation. He stated that in summary, all the <br />criteria listed is in compliance with respect to the <br />development application and City Ordinance, and he <br />recommended the Council consider having the work <br />areas delineated so there is an understanding of <br />which areas will be impacted. <br />Mr. Sabee explained the proposed development does <br />not fall within the 100 year flood boundary, so <br />Chapter 49 does not apply, and he reviewed the <br />requirements of Chapter 49a. <br />Mr. Sabee stated in summary that a review of the docu- <br />ments submitted for the proposed development indicate <br />compliance with all requirements of Chapters 48, 49 <br />and 49A of the Mounds View Municipal Code, with one <br />exception, that the roadway access to the development <br />November 14 <br />Page Two <br />
