Page 11 <br />February 24, 1997 <br />Mounds View City Council <br />AFP~'fuVED <br />Mr. Ayaz, Engineer with BRW, explained that he expects the bridge project to come in very close or lower <br />than the 5600,000 estimate. <br />Ms. Trade asked Bob Long, City Attonley to address the issue of the city's contractual obligations. Mr. Long <br />stated, as he understands it, the city only has a contract with the Engineering/Design firn and that the city pays <br />them for the work. He could not comment on the nature of the federal grant. He noted, however that there are <br />two pieces of legislation now that are pending, which would dramatically affect the use of excess tax increment <br />therefore, if the city is considering the use of tax increment financing on this project, they should do so as it may <br />possibly not be available within the next several months. <br />VOTE on Motion to stop all fittther action on the Pedestrian Bridge over Highway 10, settle all accounts owed <br />to date and abandon the bridge project and notify the appropriate government agencies. <br />Mayor McCarty: aye <br />Council member Stigney aye <br />Council member Koopmeiners aye <br />Council member Trade nay <br />Council member Quick nay <br />• Motion Carried (3-2) <br />B. Statua of TIT Plan for Bel Rae. <br />Mr. Kesel explained that the city proposed having its public hearing on the proposed tax increment financing <br />plan for the Bel Rae project on March 24,1997. However, final TIF plans could not be prepared due to lack of <br />information, and therefore, they were not presented to the County and School District 30 days in advance of the <br />proposed Public Hearing.
