• Page 4 <br />February 24, 1997 <br />Mounds View City Council <br />APf°'~~fl~;`rD <br />Ms. Pam Sheldon explained that this amendment would allow homes that are governed under the Department <br />of Human Services and under the Department of Corrections could have up to eight children. A second <br />reading and action on this Ordinance amendment would be scheduled for March 10, ] 997. <br />Don Heresu, 2260 Buckingham Lane, wondered if this ordinance would affect the number of children allowed <br />at the Homer House property. <br />Mayor McCarty explained that this would not apply to professionally staffed facilities, but rather to foster <br />homes where parents reside in a home atmosphere. <br />Mayor McCarty closed the Public Hearing at 7:44 p.m. <br />MOTION/SECOND: Quick/Koopmeiners to Approve the Introduction of Ordinance No. 596, Amending <br />Section 1106.02, Subd. 2 and 3 of the Mounds View Zoning code to Allow Eight Children in Family Foster <br />Homes, and to waive the reading thereof. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Public Hearing and Consideration of a Conditional Use Permit for Cinder's Greenhouse at Mounds <br />View Shopping Center, 2535-2585 Highway 10. <br />Mayor McCarty opened the Public Hearing at 7.45 p.m. <br />Jim Ericson, Planning Associate, explained that this would allow for the operation of an outdoor flower martin <br />the parking lot of Mounds View Square. Cinder's was issued CUPS for the 1995 and 1996 growing season and <br />no changes are pr1oposed to the location, layout and operation from previous years. Mr. Ericson explained the <br />agreed upon deposits and charges for water service. He noted that the following conditions would be a part of <br />the Conditional Use Permit: <br />1) the facility shall be allowed to operate from March 15,1997 to July 15, 1997; <br />2) the hours of operation shall not exceed 8:00 a.m. to 9:00 p.m.; <br />3) only the sigrage shown on the Greenhouse Design Plan shall be allowed; and <br />4) all lighting for the use shall be supplied by existing parking lot lighting and supplemental interior lighting, if <br />needed. <br />David Jahnke, 8428 Eastwood Road, asked how the $1.00 per day water charge was derived. Mr. Ericson <br />explained that this figure was established by the Public Works Department, based upon the amount used in past <br />years. <br />Lynn Gustafson, (no address given), asked if Cinder's would be doing any fertilization in the greenhouse. <br />She noted that the State Agricultural Department requires back flow prevention devices so that the fertilizer <br />doesn't go back into the water system. Jim Ericson agreed to check on this matter. <br />Bob Long, City Attorney, suggested that a "hold harmless agreement" be entered into as well with Cinder's for <br />the use of the city's water system. <br />Ma or McC closed the Public Hearin at 7:50 .m. <br />Y ~3' 8 P <br />
