Page 5 <br />August 26, 1996 <br />Mounds View City Council <br />staff is recommending that the Public Hearing be held as part of the second reading of the ordinance, on <br />September 9, 1996 (the date of publication) to make sure that proper notice has been given. <br />MOTION/SECOND: Quick/Trude to continue this Public Hearing on September 9, 1996. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ms. Hankner wondered if it may be better to hold off on the first reading of the ordinance rather than hold <br />it prior to the Public Hearing. She stated her concern in setting a precedent for future ordinance changes. <br />Ms. Sheldon noted that there is some urgency in getting this Ordinance adopted. She proceeded to go <br />through the changes which were made to the "Flood Plain Zoning" chapter. <br />VOTE: TrudeBlanchard to Approve the Introduction of Ordinance No. 589. <br />VOTE: 5 ayes 0 nays Motion Carried <br />COUNCIL BUSINESS: <br />• A. Consideration and Formal Introduction of Ordinance No. 583, An Ordinance Relating to <br />Therapeutic Massage License Regulations: Amending Title 500 of the Mounds View Municipal Code <br />by Adding a New Chapter 514. <br />Mayor Linke asked if a Public Hearing had been set for this Ordinance amendment. Mr. Whiting noted <br />that it had not been set. <br />MOTION/SECOND: Hankner/Quick to set a Public Hearing for the second City Council meeting in <br />September to Consider Ordinance No. 583, An Ordinance Relating to Therapeutic Massage License <br />Regulations: Amending Title 500 of the Mounds View Municipal Code by Adding a New Chapter 514. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ms. Trude noted that some changes need to be made to Ordinance No. 583. There are a number of <br />references to "City Manager" which must be changed to "Clerk Administrator". <br />Mr. Long noted that the formal Introduction of Ordinance No. 583 could be approved, and that the <br />necessary changes would be made prior to the second reading. He noted that this amendment will give <br />the city a licensing protection to be able to distinguish "legitimate" massage from other. <br />MOTION/SECOND: TrudeBlanchard to Approve the Formal Introduction of Ordinance No. 583, An <br />Ordinance Relating to Therapeutic Massage License Regulations: Amending Title 500 of the Mounds <br />View Municipal Code by Adding a New Chapter 514, and to Waive the Reading. <br />VOTE: 5 ayes 0 nays Motion Carried <br />B.
