Page 7 <br />February 12, 1996 <br />Mounds View City Council <br />Ms. Trude stated she hopes that the public will understand the need for this, as the purpose is to protect their <br />children and provide for the children's safety. <br />MOTION/SECOND: Trude/Hankner to waive the reading and formally introduce Ordinance No. 573, <br />Amending Chapter 300, entitled "Personnel" of the Mounds View Municipal Code. <br />VOTE: 5 ayes 0 nays Motion Carved <br />G. Consideration of Resolution No. 4896, Adopting an Advertising Policy for Mounds View Publications. <br />Cathy Bennett, Economic Development Coordinator, explained that the Mounds View Editorial Board has <br />recently reviewed the benefits of offering advertising in Mounds View's publications. This would generate <br />revenue to cover a portion of the production costs. After review, the Editorial Board prepared an advertising <br />policy for all City publications which will protect the city from having to accept inappropriate advertising and <br />serves as a guideline for businesses and organizations who would like to advertise in the publications. Ms. <br />Bennett explained that the city will be offering advertising in both the Mounds View Matters Community <br />Newsletter and also in the new Business Directory. The board will also review the effectiveness of the policy <br />and advertising on an annual basis and report back to the Council. <br />Council member Blanchard stated she would like some type of disclaimer in the publications stating that the <br />City does not necessarily promote the advertisements. <br />Ms. Bennett stated that in the Mounds View Matters publication, all advertisements will be on one to three <br />pages and will be listed as "Paid Advertisements". A disclaimer can also be added if the council desires. In <br />the Business Directory, the advertisements will be placed as space pernuts, so a disclaimer can be added in the <br />same area that one is added in the phone book. <br />MOTION/SECOND: Hankner/Blanchard to approve Resolution No. 4896, Adopting an Advertising Policy <br />for Mounds View Publications. <br />VOTE: 5 ayes 0 nays Motion Carried <br />H. Consideration of Resolution No. 4895, Supporting the Community Development Block Grant <br />Application for Teen Center Equipment. <br />Mr. Harnngton explained that the CDBG funding applications are due at this time. Approval of Resolution <br />No. 4895 would allow staff to prepare a grant application for equipment and chairs for the proposed <br />Community Center that the council is reviewing. If the grant is awarded and the purchase of the Be1Rae <br />Ballroom does not proceed, the grant can be denied by the city.. However, the grant applications are due and a <br />decision must be made as to submittal of a request for grant funds. <br />• MOTION/SECOND: Trude/Quick to approve Resolution 4895, Supporting the Community Development <br />Block Grant Application for Teen Center Equipment. <br />
