Consideration of Resolution No. 4892, Adopting Quarterly Meter Charges. <br />Ms. Trade stated she had reviewed the charges and was concerned about the $50.00/quarter charge for non- <br />compliance to participate and manual billing and also the $15.00/quarter reading charge for radio read. She <br />would like those rates to be more reasonably related to the actual expenses incurred and she feels the $200.00 <br />per year is too much for the non-compliance. She asked whether those radio reads which were installed due <br />to difficulty in installing the new system would also be charged the $15.00/quarter to read the meters. <br />Mayor Linke explained that these property owners would not be charged. It is just assessed to those that chose <br />not to have the new system installed and chose to have a radio read system instead. <br />Mr. Ulrich noted that those residents who were not able to have the new system installed in their homes would <br />not be charged the $15.00 per quarter nor would they be charged the $27.00 capital outlay charge. <br />Ms. Trade noted that the Resolution should be changed to clarify that the $27.00 capital outlay charge is a one <br />time charge. It was recommended that the Resolution be changed to read "...and ONE TIlvIE CAPITAL <br />OUTLAY ------------$27.00". <br />Mr. Ulrich stated the $50.00 non-compliance charge will cover the manual billing and also the estimated loss <br />of revenue due to meter inaccuracy. <br />Mr. Ulrich noted that the project is near completion, however there will be some meter changeouts which will <br />need to be done in the Spring. <br />Council member Quick asked how many radio read meters are installed. <br />Mr. Ulrich stated at the last count there were about 320. Some of these may be able to be switched over to the <br />new system. A full report will be coming out on the changeover. <br />MOTION/SECOND: Hankner/Quick to approve Resolution No. 4892, Establishing Water Meter Quarterly <br />Charges. <br />VOTE: 5 ayes 0 nays Motion Carried <br />J.
