Page 5 <br />September 9, 1996 <br />Mounds View City Council <br />MOTION/SECOND: Trude/Linke to Approve Option #2 and to Authorize Staff to negotiate with the two <br />engineering firms to determine who will do what work and to authorize the expenditure from Surface <br />Water Management Funds up to $30,000. <br />Ms. Hankner noted that this is an over expenditure of the project and perhaps the city should consider <br />calling off the project rather than trying to spend more money to make up for things that were not done <br />previously. <br />Ms. Trude stated she feels this is an enhancement that many people in the community would like to see <br />even if they don't support the bridge. This would enhance the appearance on Highway 10's business <br />district. <br />Mr. Quick noted that he had suggested removing the pond at the time that Long Lake Road was <br />reconstructed but he did not receive support of this at that time. He is not in favor of adding the extra cost <br />to the pedestrian bridge project. <br />Ms. Blanchard stated she would prefer that the city did not have to spend the additional money, however <br />if the city were to approve the switch back design, she is afraid the bridge would not be used and it is not <br />feasible to build the spiral design with the pond below it. <br />• VOTE: 3 ayes 2 nays (Quick/Hankner) Motion Carried <br />E. Consideration of Removing Resolution No. 4993, Authorizing the Rental of the Bel Rae Facility <br />for Select Events to Private Users on an Interim Basis From the Table. <br />MOTION/SECOND: Trude/Blanchard to Remove Resolution No. 4993, Authorizing the Rental of the Bel <br />Rae Facility for Select Events to Private Users on an Interim Basis From the Table. <br />VOTE: 4 ayes 1 nay (Hankner) Motion Carried <br />F. Consideration of Resolution No. 4993, Authorizing the Rental of the Bel Rae Facility to Private <br />Users on an Interim Basis. <br />Ms. Cathy Bennett, Economic Development Coordinator, explained that when this item was tabled, the <br />Council directed staff to prepare estimated costs and revenues for 1996 for the rental of the Bel Rae to <br />private users and also to review with the City Attorney the option of allowing the consumption of alcohol <br />for private events. Ms. Bennett noted that the City Attorney felt the best way to allow alcohol use at the <br />facility is to issue temporary liquor licenses to private vendors that already hold on-sale liquor licenses in <br />Mounds view and the adjacent communities. In discussing this with Mounds View's insurance provider it <br />was felt this option would remove the liability burden from the City to the license holder. The city would <br />also require proof of dram shop insurance with-the temporary license. It was also recommended that the <br />city also have the option of requiring the hiring of a police officer for events that involve liquor <br />(this would be up to the Police Chief s discretion). <br />
