Page 6 September 9, 1996 Mounds View City Council Ms. Bennett noted that an ordinance to allow the city to issue temporary liquor licenses to establishments that are already in Mounds View and adjacent communities will be prepared by the City Attorney and it will be brought before the council at the September 23rd meeting, based upon approval of Resolution No. 4993. Ms. Bennett noted that the estimated costs and revenues for the rental of the facility were brought before the council as well and it appears, based on those estimations, that the fees proposed will cover the costs of holding the events and may even subsidize non-paying programs. Ms. Hankner asked if allowing liquor consumption in the facility will allow for mixed uses. Ms. Bennett stated she expects in the interim there will only be one use in the facility at a time. She will see that language is incorporated to specify this. Ms. Hankner asked if a sunset date should be included in the resolution. Ms. Bennett noted that the resolution refers to the use of the facility on an "interim basis". The rental agreement has a 30 day cancellation policy which allows the city to cancel the event with a 30 day notice. Mr. Long, City Attorney, explained that he would recommend that the EDA sign a Quit Claim Deed to the City for the ownership of the facility so that there would only be one political subdivision involved in the transactions in the event of a liability. A discussion followed as to whether policies relating to the Bel Rae should be considered by the Economic Development Administration rather than the City Council. Consideration of Setting a Work Session to Discuss the Bel Rae Survey Results and Planning Process in Regards to the Facility. MOTION/SECOND: LinkeBlanchard to set a Council Work Session for Wednesday, September 18th at 6:30 p.m, in the Conference Room to discuss the survey results and the planning process for the Bel-Rae facility. VOTE: 5 ayes 0 nays Motion Carried H. Consideration of Resolution No. 5002, Authorizing Officials to Execute Various Financial Documents For and On Behalf of the City of Mounds View. Mr. Kessell, Finance Director, explained that in the past the City has authorized individuals to execute fmancial documents for the city. However, whenever there has been a changeover in staff, a new resolution needs to be approved and executed. He would like to recommend that a resolution be adopted which would change the designated people to designated positions.
