Page 6 <br />September 9, 1996 <br />Mounds View City Council <br />Ms. Bennett noted that an ordinance to allow the city to issue temporary liquor licenses to establishments <br />that are already in Mounds View and adjacent communities will be prepared by the City Attorney and it <br />will be brought before the council at the September 23rd meeting, based upon approval of Resolution No. <br />4993. <br />Ms. Bennett noted that the estimated costs and revenues for the rental of the facility were brought before <br />the council as well and it appears, based on those estimations, that the fees proposed will cover the costs of <br />holding the events and may even subsidize non-paying programs. <br />Ms. Hankner asked if allowing liquor consumption in the facility will allow for mixed uses. <br />Ms. Bennett stated she expects in the interim there will only be one use in the facility at a time. She will <br />see that language is incorporated to specify this. <br />Ms. Hankner asked if a sunset date should be included in the resolution. <br />Ms. Bennett noted that the resolution refers to the use of the facility on an "interim basis". The rental <br />agreement has a 30 day cancellation policy which allows the city to cancel the event with a 30 day notice. <br />Mr. Long, City Attorney, explained that he would recommend that the EDA sign a Quit Claim Deed to the <br />City for the ownership of the facility so that there would only be one political subdivision involved in the <br />transactions in the event of a liability. <br />A discussion followed as to whether policies relating to the Bel Rae should be considered by the Economic <br />Development Administration rather than the City Council. <br />MOTION/SECOND: Blanchard/Trude to Approve Resolution No. 4993, Authorizing the Rental of the <br />Bel-Rae Facility for Private Users on an Interim Basis. <br />VOTE: 4 ayes 1 nay (Hankner) Motion Carried <br />G. Consideration of Setting a Work Session to Discuss the Bel Rae Survey Results and Planning <br />Process in Regards to the Facility. <br />MOTION/SECOND: LinkeBlanchard to set a Council Work Session for Wednesday, September 18th at <br />6:30 p.m, in the Conference Room to discuss the survey results and the planning process for the Bel-Rae <br />facility. <br />VOTE: 5 ayes 0 nays Motion Carried <br />H. Consideration of Resolution No. 5002, Authorizing Officials to Execute Various Financial <br />Documents For and On Behalf of the City of Mounds View. <br />Mr. Kessell, Finance Director, explained that in the past the City has authorized individuals to execute <br />fmancial documents for the city. However, whenever there has been a changeover in staff, a new <br />resolution needs to be approved and executed. He would like to recommend that a resolution be adopted <br />which would change the designated people to designated positions. <br />
